Update:
I was awoken at 8am by the neighbor, because apparently leaves are important enough to awaken the neighbors that have insomnia or alternative shifts. He must have gotten the hint because he blew all of the leaves into a pile in his yard at the curb. I'm guessing there is curbside leaf pickup. Crisis averted.

You are correct that "some" cats are awesome. We have two. One we found as a stray kitten that's the sweetest cat in the world and nuzzles the dogs and then there's my wife's cat, and the world is lucky that it doesn't have apposable thumbs.

Want REAL revenge? Find some copper nails somewhere, and nail a few of them into the tree. They will kill the tree. You could also buy some Copper Sulfate in a garden store and put it around the base of the tree or mix with water and spray it on the leaves. Same result.

Copper nails in the leaf generator would do the trick but may be a bit harsh!
Uncharacteristically, I’m in agreement with CPJ’s advice, except for the cat part.

Keep the leaves, shred them and use them as mulch.

But if you need vengeance, wait for a day when there is just a slight breeze toward his house, then burn the leaves. Make sure they're damp first so they smolder and really stink up his place.
