I have both of the leupold models you mentioned. I like them both. The 1-4 lives on my browning single shot 45-70 and the 2-7 will go on my 9.3x62 if I ever manage to get it drilled and tapped.

I have no 1st hand experience with the SWFA scopes, but they have a good reputation. I have bought scoped from them, and the company is solid. Quick delivery, etc...

$350 buys a really nice scope of known heritage. I’d skip the SWFA

SWFA has a very good reputation in a lot of target/precision shooting circles. They're Japanese made, for what that's worth. Once upon a time they were sold under the "Super Sniper" moniker, which was a line of optics that also carried a really good reputation, especially for the price.
I personally have had two SWFA scopes that I liked a lot, I only sold them because they were fixed power and didn't meet my needs.

I had one friend who had one and worked great. I had one friend who's "blew up". They made it right. That is all the experience I have with them. I almost pulled the trigger on one several times. The Vortex scopes were always just a smidgen more, but a known commodity for me. I always defaulted to the Vortex.

That’s a lot of money for what the scope is. 32mm objective, 1” tube, no side focus or adjustable objective.
I guess on the positive side, it’s pretty light. Which makes sense, since it’s so small and basic.
I put a VX Freedom on my 10-22 project. Quite a bit cheaper and plenty good for my use.
