My buddy just bought this…

.44 Vulcan. Only about 2,500 made, it’s an M1 Carbine converted to .44 Mag pump gun

Yeah, I find myself oddly attracted to it.

Was there a contract test or something for this or was it made because someone could?

Because someone could. At one time, as you know, M1 Carbines were dirt cheap both military and commercial actions were around by the barrelful. There were a quite a few attempts at using them platforms for different perceived uses out there. This one, while I think it could have been executed a little better, according to my buddy a really smooth shooting gun with an assisted cycling action. To the point that if you own one it is recommended that you "fortify" the front nut or the forend might get launched out of your hand.

Now all this info is secondhand information, I just learned about the gun from my friend. I need to do some research into it because that is one interesting oddball.

Further research shows that it was made by Universal! Interesting. I had one of their M1 Pistols, an Enforcer IIRC. It was one of the coolest guns and one of the most annoying guns I've ever owned, both at the same time. Anooying finally won and I sent it down the road.

Still, the idea of having 30 rounds or .30 Carbine in such a handy little package is very appealing. NOW, trying to get one to run smoothly was..... "challenging". 30 round M1 Carbine mags basically just suck and there are a lot of really bad ones out there, most unmarked so you don't know what the hell you're getting. I used to have boxes of jammomatic 30 rounders at some point. I think I finally just threw them out. And quite frankly finding a way of shooting the damn thing accurately for effect was quite the endeavor. This was before pistol braces, RDSs and other aids came into play. Today, that gun outfitted with a brace, can and an RDS would be quite the SD/HD weapon.
